Weighted across 600,504 occupied homes. The spread inside the state is the point: Riverside is highest on mains at 71%, and Fairview has the largest propane share at 57%. A state figure describes neither.

The two arrangements, and why the difference is not cosmetic

Of the 78 towns we route in here, 11 are mostly on mains gas, 48 have a substantial propane share, 15 are split between the two and 4 use very little gas of any kind.

On a mains connection, 49 CFR § 192.3 ends the regulated service line at "the outlet of the customer meter or at the connection to a customer’s piping, whichever is further downstream" — so part of the system is the operator’s. On propane there is no service line and no meter boundary, and the whole installation is the property owner’s.

Checking a plumber in Missouri

Missouri has no state plumbing board. Section 341.010 of the Revised Statutes requires a certificate for plumbers working in cities or towns of fifteen thousand or more inhabitants, and the chapter elsewhere recognizes licenses issued by any county or city operating under plumbing rules, so the office that issued one is a local office. Start here. Ask the contractor which municipality licenses them and confirm it with that office before work begins.

Gas work is separately permitted and separately licensed in most jurisdictions, so ask specifically about gas rather than plumbing in general.
